Christine Chandler

2025 MBA Vice-Chair; Executive Vice President, Chief Credit Officer & Chief Operating Officer, M&T Realty Capital Corporation

Christine Chandler is the 2024 MBA Vice Chair. Christine Chandler has been with M and T since 1991 and has over 30 years of commercial real estate experience. As COO/CCO, Chandler has been responsible for making credit decisions for M and T Realty Capital Corporation (RCC) multifamily and healthcare transactions underwritten in the Fannie Mae and Freddie Mac (Agency) and FHA platforms as well as managing the company operations. In addition, the Asset Management Group and Transformation Team, including technology and process improvement, report to Chandler. She serves on both the MBA Audit and DEI committees; former Chair of the MBA Commercial Real Estate/Multifamily Board of Governors (COMBOG) and former co-Chair - MBA Affordable Rental Housing Advisory Committee.

Rex Frazier

President, Personal Insurance Federation of California, Former Deputy Insurance Commissioner of California

Rex Frazier serves as President of the Personal Insurance Federation of California. He represents PIFC’s member companies before the California State government and provides advice on legislative, regulatory, litigation and political matters. Prior to joining PIFC, Mr. Frazier was an attorney in Los Angeles with the law firm of Pillsbury Madison & Sutro, focusing on insurance and banking issues. He previously served as Deputy Insurance Commissioner with the California Department of Insurance as well as legislative staff in the California State Assembly. His current community service activities include the Board of the California State Firesafe Council and a Member of the Climate Insurance Working Group for the California Department of Insurance. Kathleen Dufraine

Managing Director, Insurance Operations Executive & Head of the Corporate Flood Program, JP Morgan Chase

Kathleen Dufraine serves as Managing Director of the Insurance Center of Excellence and Head of the Corporate Flood Program at JPMorgan Chase. With over 35 years of experience as a credentialed and licensed insurance professional, Kathleen uses her expertise to build high performing teams to ensure compliance, transform business processes, and provide insurance consultative support to the lending and servicing leaders. Kathleen is an industry leader in advocating for reform of the Flood Disaster Protection Act and speaks often on this topic. In the past, she worked with the Mortgage Bankers Association in lobbying Congress for the creation of the Terrorism Risk Insurance Act (TRIA), created the ACORD 28 Property Certificate and co-authored the “Blanket Insurance” and “Due Diligence for Force Placed Insurance” whitepapers. More recently, Kathleen contributed to the content of the first edition of the ABA’s Reference Guide to Flood Compliance.

Brenda Henderson

President, Mortgage Solutions, CoreLogic

Jay Kingsley is President, Mortgage Solutions for CoreLogic, overseeing all data, analytic and technology workflow solutions for the mortgage sector. Jay has held several other strategic roles at CoreLogic, including overseeing the launch of the Insurance Solutions business and serving as Chief Transformation Officer. Prior to joining CoreLogic, he held leadership roles across the financial services industry with companies including HSBC, Allstate and A.T. Kearney. Jay earned a Bachelor of Arts degree from Northwestern University and an MBA from the Kellogg Graduate School of Management.

Rebecca Leeper

Senior Director Strategy & Innovation, Moody's

Becky Leeper is a Senior Director of Strategy and Innovation for Climate at Moody’s Analytics, working for the past 12 years with insurance and financial services organizations on deploying catastrophe models to understand climate and climate change risk. At Moody's RMS she leads client and partnership work to maximize opportunities for our climate models and data. This includes promoting the use of Moody’s RMS models, analytics, and data across a variety of climate use cases within banking, CRE, investment management, corporates, and governments. By clearly understanding the impact of climate change, these organizations can quickly and accurately respond to regulatory reporting and be prepared when a large event such as a flood, wildfire, earthquake, or hurricane happens. Prior to RMS, Becky spent more than a decade partnering with financial firms in the use of models for valuation and risk management within fixed income. Becky holds a BS in computer science from Duke University.
