Scott W. DiBiasio is the Director of Government Affairs for the Appraisal Institute, a global professional association of real estate appraisers. Based in the association’s Washington, D.C. office, he is responsible for tracking legislative and regulatory issues affecting the real estate appraisal profession in Congress and across the country. He is also responsible for tracking and working to influence legislative proposals regarding a wide variety of issues affecting the profession, including measures related to valuation bias, statutes of limitations, appraiser credentialing, education approval, valuation standards, and alternative valuation products. DiBiasio also works with the leaders, members, and staff of the AI’s chapters around the country to assist them in developing and executing their state government affairs programs. He has been with the AI since 2008 and holds a bachelor’s degree from The American University in Washington, D.C.

Eric Fox is Chief Economist and Senior Vice President of Analytics for Veros Real Estate Solutions (Veros®) and provides expert leadership in predictive technologies, economic modeling methodologies, and collateral valuation forecasting. He brings over 30 years of experience to his role, including statistical and econometric modeling, probabilistic life methodology development, statistical training, probabilistic design software development, and probabilistic financial analysis. Fox has published more than twenty technical papers on probabilistic and statistical methods. He has a master's degree in statistics and bachelor's degree in mathematics and economics from Purdue University.
Scott Reuter is the Chief Appraiser and Director of Valuation for the Single-Family Division. The valuation team at Freddie Mac leads the ongoing development and refinement of property valuation risk management strategies, underwriting products, and establishing and maintaining a credible quality assurance process across multiple lines of business support. Reuter is a state certified-general appraiser with over 35 years of experience in valuation, appraisal and collateral risk management concerns. Prior to Freddie Mac, he held management positions with Bank of America, Goldman Sachs and GE. He was recognized in 2021 as the CRN (Collateral Risk Network) “Valuation Visionary” and was a recipient of GE’s prestigious “Americas Award” for Outstanding Contribution to the Business. Reuter holds a B.A. from The Ohio State University and has completed the Executive Leadership program at Cornell University’s Johnson School of Business.
Shawn Telford currently serves as the Chief Appraiser for CoreLogic. Telford has been active in the real estate appraisal industry since 1993 and has deep experience in mortgage lending, collateral management and valuation technology. Telford is passionate about driving innovation in the valuation industry. After joining CoreLogic in 2007, Telford successfully led several initiatives to create and implement software as a service and automated risk-based collateral review solutions. Telford is a member of the Appraiser Qualifications Board (AQB) and a past member of the Appraisal Standards Board (ASB). Telford holds a M.B.A., a MS in Computer Information Systems, and a BS in Business Management.
