Loan Administration Committee Meeting (Committee Members Only)
The Loan Administration Committee (LAC) is MBA’s member-led policy-setting group for the residential mortgage servicing industry. In addition to discussing the political outlook at the federal and state levels and a market update, the Committee will discuss MBA’s advocacy efforts urging the Consumer Financial Protection Bureau to finalize the proposed amendments to its Regulation X mortgage servicing rule and issues related to the rising escrow cost for borrowers. LAC members attending the Servicing Solutions Conference are encouraged to participate to guide MBA’s policy advocacy priorities.

Adam Elaroussi, Senior Policy Analyst, Division of Housing Mission and Goals, Federal Housing Finance Agency. Adam is a Senior Policy Analyst on the Single-Family Servicing and Asset Management (SFSAM) team in the Office of Housing and Regulator Policy (OHRP). Adam is responsible for loss mitigation and REO policies, disaster response efforts, supporting servicing transfer data standardization, and various other data & policy monitoring and surveillance activities. Prior to joining FHFA, Adam served as a Principal in CoreLogic's federal practice supporting federal agencies' use of technology, data, and analytics to advance housing policies and execute their missions. Prior to joining CoreLogic, Adam worked for Chronos Solutions where he supported federal contracts for servicing and REO.
Chad Hohl leads the Investor Performance Management team which is comprised of Investor Client Relations and Investor Portfolio Management teams within Wells Fargo Home Lending Capital Markets. His team is focused on managing the Servicing relationships and loan performance of Wells Fargo’s GSE, Government Insurer, and Private portfolios. Chad began his career with Wells Fargo in 2001. In 2007 he transitioned to Wells Fargo Corporate Trust Services leading the Collateral Risk Management team for the following five years. Chad has been in Wells Fargo Home Lending, focused on Servicing performance and investor engagement since 2012.
Samuel Racoosin is a Managing Director and Associate General Counsel at JP Morgan Chase Bank, NA. He is the lead attorney for the residential Loan Servicing performing, customer assistance and default legal teams. He is principally responsible for providing legal advice to the residential mortgage loan servicing business. Before joining JP Morgan Chase, Racoosin was Associate General Counsel at Fannie Mae. In that capacity, he was responsible for providing legal advice to the US Treasury in connection with the Obama Administration’s Making Home Affordable Program. Samuel previously served as Associate General Counsel for Fannie Mae’s single family mortgage business, providing advice on new products, eMortgage initiatives, and loss mitigation. Prior to joining Fannie Mae, Samuel was Associate General Counsel of North American Mortgage Company, a national mortgage banker. Racoosin has a Juris Doctorate from The George Washington University Law School and a Bachelor of Arts from Washington University in St. Louis.
Prasant Sar heads Single-Family Servicing Policy for the Federal Housing Finance Agency (FHFA). Since 2015, he has served as the director of Enterprises loss mitigation, foreclosure and disaster response policies. In 2023, responding to the rapidly changing insurance coverage challenges, he assumed primary oversight of the Enterprises' insurance policy development. His team also oversees MSR transfers and counterparty surveillance over servicers and mortgage insurers. For 16 years, Prasant has played a critical leadership role at FHFA including the November 2023 FHFA Single Family Insurance Symposium exploring the affordability crisis in the insurance markets, the 2024 updates to Flex Modification, the creation of payment deferral and the soft landing after the COVID-19 emergency.
Nolan Turner is the Managing Director for Carrington Holding Company. He leads Carrington’s strategic initiatives, growth / revenue objectives, and industry partnerships across Carrington’s 8 vertically integrated companies and 4,000 employees. Nolan brings nearly 20 years of experience across the entire mortgage loan life cycle (Capital Markets, Lending, Servicing, Default Management, Title, Real Estate, and RMBS Trading). Prior to Carrington, Nolan held leadership roles within the Investment Bank at Wachovia and wholesale loan operations at World Savings. Nolan is an MBA Future Leader, a CMB, and holds post graduate degrees in Cognitive Psychology and Quantitative Analytics.
Nanci Weissgold co-chairs Alston & Bird's Financial Services Group and advises financial institutions and financial service providers on federal and state matters relating to mortgage lending and mortgage servicing, valuation, and other consumer lending issues as part of her national regulatory compliance and enforcement practice. She is a frequent speaker and presenter at legal and industry conferences and webinars, and has published numerous articles on mortgage banking, valuation, and consumer finance related topics. Her pragmatism preparing for, and responding to, CFPB, FHA, state, and other administrative actions is highly valued by her clients. Nanci is co-leader of the Mortgage Bankers Association’s (MBA) Legal Issues Committee, and the 2025-2026 MORPAC Chair.
