Mike Bisanz serves as Senior Vice President and Chief Operating Officer for Colliers Mortgage’s FHA lending platform. In this role, Mike is responsible for all operational aspects of the firm’s FHA lending business. Previously, Mike served as the Head of FHA Underwriting. Mike has over 14 years of commercial and mortgage banking experience in Production, Underwriting, Processing, and Asset Management. Mike has a B.A from Boston College and an M.B.A. from the University of Saint Thomas. Mike currently serves as Vice Chair of the MBA's FHA Committee and is an instructor for the MBA's Affordable and 221(d)(4) Training

Karen Wipper currently serves as Executive Vice President and Chief Underwriter at Dwight Capital. She is both a MAP and LEAN approved underwriter for all FHA multifamily and healthcare transactions and has overseen over a billion in HUD insured loan volume. Karen has a variety of program experience for both market rate and affordable housing and healthcare including new construction, substantial rehabilitation, purchase, and refinance transactions. She holds a BA from Knox College, a JD from Washington University in St. Louis School of Law, and a MBA from Washington University in St. Louis Olin Business School. Karen currently serves as Chair of the MBA FHA Committee is licensed to practice law in Illinois.

Donald Billingsley is the Associate Deputy Assistant Secretary for Multifamily Housing. Prior to returning to HUD, Don’s previous role was Vice President with Grandbridge Real Estate Capital, a subsidiary of Truist Bank. He was responsible for originating mortgages for multifamily and commercial properties, nationwide. Don has deep roots in multifamily real estate and affordable housing. He previously served as HUD’s Multifamily Regional Director for the southeast region, managing FHA Multifamily Insurance, Project Based Rental Assistance and the Section 202/811 Capital Advance programs in southeastern states and Caribbean territories. He also spent several years in Multifamily Production at HUD HQ and as Director of the Atlanta Departmental Enforcement Center. Prior to his first tour with HUD, Don was an Analyst with the Federal Home Loan Bank’s affordable housing programs and spent 15 years developing and managing Low Income Housing Tax Credit properties. Don is a U.S. Navy combat veteran.

Larry Flood is the Acting Director of the Office of Multifamily Production and is responsible for providing oversight and direction in the execution of Department plans and priorities at the field level, and staff development. Larry also provides advice concerning legislative, regulatory, procedural, budgetary, and long-range strategic planning related to multifamily housing production. Larry has decades of experience having led multifamily activities at Treasury, Fannie/Freddie, an HFA, a LIHTC allocation agency, and several investment banking institutions.

Jeffrey Little serves as the General Deputy Assistant Secretary for the Office of Housing. In this role, he oversees the Federal Housing Administration’s programs providing mortgage insurance for single family housing, multifamily affordable and market-rate rental housing, and healthcare facilities. He also is responsible for managing the Office of Housing’s project-based rental assistance, housing counseling, and manufactured housing programs. He leads HUD’s strategic objective to increase the supply of housing and also serves as the executive sponsor for the Office of Housing’s technology modernization projects. From 2019-2022, Little served as Associate Deputy Assistant Secretary for Multifamily Housing, where he oversaw FHA Multifamily mortgage insurance programs, Section 8 Project-Based Rental Assistance, Section 202 Housing for the Elderly, Section 811 Housing for Persons with Disabilities, and the Rental Assistance Demonstration. In prior roles, Little served as Director of Multifamily’s Program Systems Management Office, Acting Deputy Assistant Secretary for Housing Operations, and Deputy Director of the Office of Recapitalization. He also directed the Performance Management Division in HUD’s Office of Strategic Planning and Management, leading the agency’s strategic planning and data-driven management efforts.
